dc.description.abstractAbstract : Can the Internet contribute to the improvement of public consultation processes in liberal democracies where citizens participate less and less in institutional activities such as public hearings and voting? Can technology make a difference between a meaningful, helpful public consultation and a failure? These are the questions I address in this paper through a reflexive account of three public consultations that I have had to plan or manage these last few years as a researcher and consultant in Quebec (Canada). In these experiences, the Internet was used to publicize the consultation, to collect information, and to publish the results. In the end, I submit an outline of six good practices for online public consultations.fr_CA
