L'intégration des considérations éthiques à la réglementation des biotechnologies

Abstract: Most industrialized countries base the regulation of the introduction of products and substances on scientific considerations, notably through risk analysis. This science-based regulatory model is heavily criticized by different commentators for its negligence of ethical considerations specific to the introduction of biotechnologies. These commentators propose to reform this model by acknowledging the normative questions of risk analysis and by modifying the essential functions of biotechnology regulation. Proposed means to concretize these ends include the consultation of ethics committees, the resolution of normative questions before risk analysis, and the legal enforcement of ethical norms. This thesis analyzes different issues related to the integration of ethical considerations to the regulation of biotechnology by evaluating the adequacy between the ends sought by the commentators and the means they propose to reach them.
