    Les nouvelles routes de la soie, un grand projet novateur et coordonné?

    Depuis l’avènement du grand dessein chinois de la Belt and Road Initiative (BRI), médias et chercheurs parlent fréquemment d’un grand projet géopolitique novateur doté d’une vision de long terme, et structuré par une planification centrale et coordonnée. Certains commentateurs y voient la marque de l’ambition de la Chine d’asseoir une position dominante en Eurasie. Pourtant, un examen plus détaillé montre que, d’une part, les projets constituant la BRI, notamment dans le volet transport, ne sont ni novateurs dans l’ensemble, ni forcément d’origine chinoise. D’autre part, la gouvernance de la BRI fait intervenir de très nombreux acteurs et selon une efficacité parfois contestable, ce qui remet en cause l’idée d’un plan très contrôlé et piloté au sommet du gouvernement chinois.

    Les nouvelles routes de la soie : dix ans après

    Le projet chinois des nouvelles routes de la soie, formellement lancé en 2013 à l'occasion d'une visite officielle de Xi Jinping au Kazakhstan, n'a laissé au cours de la dernières décennies aucun gouvernement ou observateur indifférent. Perçu comme une menace à un ordre établi ou à leurs intérêts par certaines puissances, dont les Etats-Unis, l'Inde ou le Japon ; ou comme une occasion de développement ou d'émancipation d'une certaine tutelle occidentale par d'autres, ce projet s'inscrit dans la durée et a déjà conduit à des transformations majeures du paysage économique, politique et diplomatique en Asie, et même au-delà. On relève ainsi des mutations économiques, politiques et géopolitiques au Moyen-Orient, en Afrique ou en Amérique latine qui sont liées de près ou de loin à ce qui peut être assimilé à une nouvelle grammaire des relations internationales. Une décennie après le lancement de l'initiative chinoise connue sous le nom générique de Belt & Road Initiative (BRI, ou Initiative de la ceinture et de la route), comment interpréter la portée de ces transformations? Le déploiement de ces « nouvelles routes de la soie », qui désignent la BRI, a-t-il abouti à des bouleversements significatifs de l'ordre régional et international?

    The emergence of trans-asian rail freight traffic as part of the belt and road initiative : development and limits

    Since 2011, freight transport rail links between China and Europe have been rapidly multiplying. Against all expectations, this commercial initiative, under the aegis of the Deutsche Bahn, has expanded significantly. The number of origin-destination pairs has increased, the number of trains has risen sharply, and both Chinese and European partners have far-reaching ambitions. The railways’ market share of trans-Asian freight is still low. However, rail link development projects have received a spectacular boost from the Belt and Road Initiative (BRI), resulting in the rapid expansion of volume, services offered, and the emergence of new rail infrastructure. Does this development, which needs to be examined more closely, represent a political tool for China? To what extent does the development of these rail links rely on a buoyant market? This article studies the development of rail services and infrastructure by means of a crossanalysis of a body of technical reports and publications by the transport sector’s professional press.

    Supply chain control and strategies to reduce operational risk in Russian extractive industries along the Northern Sea Route

    Russian resource developers operating in the remote parts of the Arctic have demonstrated during the past several years that it is feasible to extract natural resources throughout the year, and ship large quantities of raw materials with regular intervals from the Arctic to international markets. This is despite very difficult operational conditions in the Arctic during both winter and spring. Several resource extraction projects are being implemented or planned. This study examines how the extractive companies have build-up enhanced supply chain resilience and transport reliability to mitigate common Arctic risks. The companies have taking control over their supply chains and adopted several precautionary and innovative infrastructure and logistics measures designed to prevent or mitigate disruption to their supply chains. Preferred logistical solutions for all extraction projects developed into large package deals, where long-term production and transport arrangements of commodities, icebreaking services, and state support were all included. Western sanctions on Russia as the result of the war in Ukraine, will slow down the pace of future Russian projects in the Arctic, at least in the short to medium-term. But the sanctions are likely to increase the future significance of export terminals on the NSR, as the preferred departure points for Russian Arctic commodities on their way to selective market destinations.

    ‘Sovereignty’ over submerged cultural heritage in the Canadian Arctic waters : case study from the Franklin expedition wrecks (1845-48)

    Transiting the Northwest Passage captured the imaginations of explorers and adventures for centuries. The idea of a shorter and more economical trade route through the frozen North resulted in hundreds of state and privately financed expeditions to the Canadian Arctic. Perhaps the most famous of the expeditions was the British-led Franklin voyage including the HMS Erebus and HMS Terror, which in April 1848 became stuck in ice and were abandoned in the Victoria Strait. Dozens of expeditions were subsequently commissioned to find the ships, but they would not be seen again until more than 150 years later when their wrecks were found on the sea floor of the Canadian Arctic. Despite the recent transfer of ownership of Franklin’s shipwrecks by the British to the Canadian Government, this case study illustrates the complexity of the identification of ownership over shipwrecks. Based on a literature review of international legal frameworks regarding submerged cultural heritage, claims and statements of various perspectives are documented. In a context of increasing marine tourism activity, in particular pleasure craft traffic, in the Canadian Arctic, efforts must be made to ensure nothing ends up in the hands of looters and private collectors who trade them on the black market.

    La navigation en arctique en 2021 : le moteur des ressources extractives

    La pandémie de Covid-19 qui a frappé les sociétés à partir de mars 2020 a provoqué un ralentissement économique considérable pendant plusieurs mois. En Arctique, la navigation en a été affectée, mais de manière inégale. Si le trafic dans les eaux groenlandaises a ainsi considérablement chuté, dans l’Arctique canadien le ralentissement semble avoir été modéré, tandis que la croissance du trafic se poursuit dans l’Arctique russe. Quels sont les moteurs de cette résilience, et quel est le portrait post-pandémie du trafic maritime arctique ? UN ACCROISSEMENT RÉEL DE LA NAVIGATION DANS L’ARCTIQUE Les chiffres soulignent que si les mouvements de navires sont en nette augmentation dans l'Arctique, le portrait par région offre une image plus nuancée. De 2009 à 2019, le trafic a été multiplié par 1,92 dans l'Arctique canadien ; de 1,97 dans les eaux groenlandaises ; de 1,58 entre 2016 et 2019 dans les eaux de la Route maritime du Nord.
